Residents of Las Rozas — including older people, migrants and people with intellectual disabilities — presented the Town Council on Tuesday with a set of 11 jointly agreed recommendations aimed at improving the accessibility and clarity of municipal information.
The event took place at 3.30 pm at the El Abajón Municipal Centre and brought together institutional representatives, social organisations and participants in the deliberative process, who have worked over recent weeks to identify the main barriers hindering access to public information and to propose practical solutions.

The recommendations are the outcome of a participatory process carried out between January and February 2026, involving older people, migrants and people with intellectual disabilities, supported by Fundación Cibervoluntarios and Plena Inclusión Madrid. Over the course of five sessions, participants reviewed municipal documents, tested technological tools and deliberated on how to improve communication between the administration and residents.
Among the agreed measures are the need to use clear and accessible language in all public documents, to provide information in several languages, to ensure support for people when completing administrative procedures, and to guarantee that digital services are understandable and accessible to everyone.
Participants also emphasised the importance of public authorities promoting communication based on respect, active listening and the right of everyone to understand the information that affects their daily lives.
This initiative forms part of the European project iDEM (Innovative and Inclusive Democratic Spaces for Deliberation and Participation), funded by the European Union through the Horizon Europe programme and coordinated by Pompeu Fabra University.
The iDEM project brings together 12 organisations from seven countries with the aim of developing artificial intelligence-based tools capable of simplifying complex texts and making democratic processes more accessible.

In Las Rozas, Fundación Cibervoluntarios and Plena Inclusión Madrid have led the implementation of the local pilot, facilitating the participatory process with residents and contributing to the design and validation of the technological tool, in collaboration with Las Rozas Town Council and Las Rozas Innova. This experience will help to refine the project’s technological solution and to put forward recommendations to public authorities across Europe, advancing towards clearer, more accessible and more inclusive institutional communication.
Las Rozas has been one of four European cities selected as pilot cases, alongside Bologna, Barcelona and Malta. The experience gained will contribute to improving the project’s technological tool and to developing recommendations for public authorities throughout Europe.
